Dear competitors,

The present document provides the required information and documents to participate in one of the six (6) competitions of the Quebec "Gold" Circuit for 2008. These shows require the riders to hold either a Gold or Platinum license, or, for foreign riders and horses, to hold a licence from their national federation.

The 2008 season starts in Trois-Rivières on May 31 and June 1. The circuit continues with shows in L'Épiphanie on July 12 and 13, Saint-Jean-sur-Richelieu (Iberville) on July 26 and 27 and Verchères on August 9 and 10. There is a new show this year in Sainte-Justine-de-Newton, "Beaulieu Dressage Classic", on August 23 and 24. We conclude the season in Saint-Apollinaire on September 6 and 7.

The FEQ will give out the season provincial championships following the rules prescribed by Equine Canada in chapter 15 of the general rules. The article A 1505 describes the manner in which the points will be calculated (for one contest) : the placing* multiplied by the number of horses participating in the category multiplied by the factor for total prize money** at the competition.

Each competition is free to decide the amount of prize money that will be given to the participants.

For the grant of the provincial awards, all the sanctioned Gold events held in Québec will be taken in account.

These Gold competitions are sanctioned competitions members of Equine Canada, 2685 Queensview Drive, Suite 100, Ottawa, Ontario, K2B 8K2, and are governed by the rules of EC.

All tests will be executed in the 20 m x 60 m ring.
4 ribbons per class.


Paralympic riders are welcome.

THE CODE OF ETHICS OF EQUINE CANADA
STATEMENT OF PRINCIPLES


Equine Canada (EC), the national equestrian federation of Canada, supports adherence to humane treatment of horses in all activities under its jurisdiction. EC is committed to:

• Upholding the welfare of horses, regardless of value, as a primary consideration in all activities;
• Requiring that horses be treated with kindness, respect and the compassion that they deserve, and that they never be subjected to mistreatment;
• Ensuring that owners, trainers and exhibitors or their agents use responsible care in the handling, treatment and transportation of their horses as well as horses placed in their care for any purpose;
• Providing for the continuous well-being of horses by encouraging routine inspection and consultation with health care professionals and competition officials to achieve the highest possible standards of nutrition, health, comfort, sanitation and safety as a matter of standard operating procedure;
• Continuing to support scientific studies on equine health and welfare;
• Increasing education in training and horsemanship practices;
• Requiring owners, trainers and exhibitors to know and follow their sanctioning organization's rules, and to work within industry regulations in all equestrian competition;
• Reviewing, revising and developing competition rules and regulations that protect the welfare of horses.
The standard by which conduct or treatment will be measured is that which a person, informed and experienced in generally accepted equine training and exhibition procedures, would determine to be neither cruel, abusive nor inhumane.

CODE OF CONDUCT
1) All EC members shall support the enforcement of the rules of the Federation by:
a) personal knowledge and compliance
b) agreeing to report any alleged infractions and occasions of alleged abuse at EC sanctioned competitions
2) The organizers of EC-sanctioned competitions shall operate within the rules of the Federation.

3) A member should be completely trustworthy, exhibit honesty, loyalty and discretion in all equestrian-related activities.

4) A member should issue public statements only in an objective and truthful manner.

5) The EC member should uphold issues of safety and fairness in all aspects of equestrian sport.

6) No member shall act to the detriment of others or equestrian sport in a situation where the responsibility of their position places them in a conflict of interest.

7) All members shall conduct themselves in a manner which reflects the values and ethics of EC. Any member who engages in or is party to conduct inappropriate to an EC member will be subject, after due process, to such sanctions as the Federation may impose.

Further Expectations of an EC Member

1) Members are encouraged to continuously educate themselves and to take an active role in the activities of the Federation.

2) The EC member should strive to preserve and enhance the image of the sport so that society's respect will be maintained.

Hors-concours with the approval of the organizing committee and subject to the national rule 2.8.5 of dressage.


GENERAL RULES

1. Every class offered herein is covered by the rules and specifications of the current rules of EC and will be held and judged in accordance with the EC Rule Book.

2. Neither the national shows, nor the owners of the stables, nor the officials, nor the Organizing Committees will be responsible in any way for damages, injuries or loss to persons, horses, property, spectators or exhibitors.

3. All Canadian competitors must be members in good standing of E.C. and must have a passport and a valid EC horse license to compete, or if owned by temporary sport license holder, a temporary horse registration form purchased at each competition entered. All participants must be members in good standing of their respective provincial Federations.

4. Any horse entered in any class at a competition subject to the requirement to pay drug testing fees may, while on the competition grounds and on the recommendation of the chair of the provincial Equine Medication Control Committee or the chair’s appointee, be selected for equine medication control testing.

5. ENTRIES:
Closing date : Entries must be received by the show organization 15 days before the date of the show (unless otherwise specified) at the address registered on each inscription form.

6. Payment of entries:
For an entry to be accepted, a check or money covering stabling and classes must accompany the entry form signed by the person responsible for the horse. Post dated checks will not be accepted.

CHECKS SHOULD BE MADE PAYABLE TO: See entry form.

For NSF checks: A 35$ charge will be applied for any returned check, regardless the reason.

7. Coggins and Passports :
Valid Coggins tests (dated of less than 6 months) are required with the entry.

8. Administration / Drug test :
An amount of 25$ will be added on each entry form. In addition a 6$ is added for drug testing and 7$ for the Dressage Canada levy fund.

9. Late entries:
After the closing date, the acceptance of late entries will be dependent on the following conditions:

- Approval by the Horse show Committee
- Availability of stalls
- Number of entries in classes
- Payment of an additional 20$ administration fee

10. Show Office hours:
The Secretariat will be open half an hour before the start of each day of competition and will be closed thirty minutes after the last class. It will also open from 9:00 am to 5:00 pm the day prior the start of the show.

11. Opening hours of the dressage arenas :
The dressage arenas will be opened from 1:00pm to 8:00pm on Friday. Classes will begin at 9:00am Saturdays and Sundays. Warm-up hours will be available on site. (Schedule subject to modifications with notification)

12. Expenses :
The Organizing Committee will not be responsible for any expenses of competitors, horses, owners, their employees or agents and does not offer expenses allowances or reimbursements.

13. Stabling:
A limited number of stalls will be available. The cost is specified on the entry form (night watch included) per stall from Friday to Sunday. Payment must accompany entry forms and is non-refundable after the closing date. Bedding is not included in the price of the stalls. Feed and bedding will be available at market prices.

14. Non-showing:
All non-showing horses must be registered and a 50$ fee per force will be charged in addition to stabling fees.

15. Farrier:
A farrier is available every day from 8:00 am to 5:00 pm. (On call)

16. Accounts:
Accounts may be opened for the duration of the show by depositing a signed check at the show office. All open account charges remaining at the end of the show will be automatically applied to the open check.

17. Prize money:
If there’s prize money (Canadian $), it will be credited to the amount by the Show Office.

18. Cancellation :
All cancellation before the closing date will be subject to a 25$ fee per horse. No refund will be granted after the closing date for entered horse and not exhibited, without a written notice from a veterinarian or medical doctor, in case of a rider, and without approbation from the organizing committee. Refund will include only entries (not stable fees).

19. Protests:
For regulation governing protests please refer to the CEF Rule Books, section E dressage (2.22) and General Regulations (chapter 13).

20. Whips :
The use of the dressage whip (maximum 1,10m) is allowed.

21. Calling:
The calling of dressage tests is allowed for the national tests. The callers must be correctly attired.

22. The Organizing Committee reserves the right to limit entries, divide classes and govern ALL conditions of the shows to ensure that they are the same in all divisions.

23. Ribbons & Championships:
Four ribbons per class will be awarded. Championships will be awarded to horses, computed on the highest percentage of three classes (including Kür) and for two classes for the higher levels. The horse can be ridden in a maximum of four classes per day, including kür, at the same level or at a maximum of two consecutive levels.

24. Presentation / attire:
It is mandatory that riders and designates be correctly attired and mounted for presentations. The riders should be mounted and on time, otherwise the organizing committee reserves the right to withhold prize money and ribbons.

25. Headgear:
Junior competitors must wear properly fitted, approved protective headgear, with the safety harness correctly secured at all times while mounted on the competition or event grounds. Approved headgear must be certified by SEI or the American Society for Testing Materials (ASTM) standard or the British Standards Institution (BSI) standard. It is strongly recommended that all persons wear approved haedgear at all times while mounted.

26. Competition numbers:
Out of the stables, horses must display their competition number.

27. ARRIVALS AND DEPARTURE: Horses will not be accepted on the show ground before Friday, and must leave by Sunday evening.

Those who wish to arrive prior to these dates or to extend their stay must make arrangements with the organizers of the show.

28. Car parking:
A parking plan for participants has been established at each location and we ask your cooperation and understanding in respecting the designated parking areas.

No parking will be tolerated in the stabling areas.

29. Motorcycles and all-terrain vehicles:
Due to strict insurance requirements, nobody will be allowed to drive such vehicles on the show grounds.

30. Horse vans:
Special drop-off and parking have been reserved for horses vans. We request that, once you have unloaded, you do not leave your vans and trailers in the stabling areas.

31. Insurance:
All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events and to keep their policy up to date.


Comprehension of the rules:
In case of difference between the understandings of these specific rules, the French version will be considered prevalent. For all sports specific rules, the current Equine Canada English version is to be considered.

PERSON RESPONSIBLE
The Person Responsible for a horse is an adult who has, or shares, responsibility for the care, training, custody, and performance of the horse and who has official responsibility for that horse under EC Rules and is liable under the penalty provisions of the Rules for any violation of the EC Rules. The Person Responsible must hold an EC individual or group license (see A203.5).


RENDEZ-VOUS DES KÜRS VIA RAIL

The fourth edition of the Rendez-Vous des Kürs Via Rail will be presented during the Jeux Équestres du Québec on september 13 2008, at the Bromont Olympic site.

12 riders and their horses, all levels and categories united, will show their kür (freestyle) during this sepcial event.

The selection criterias are the following:

The horse/rider team must have showed at a minimum of 3 national competitions on the Quebec circuit from the list:

Dressage Trois-Rivières
Classique d'été et Classique Internationale de Blainville
Féria de la Belle Époque
Classique de dressage Fantasia
Dressage Saint-Laurent
Beaulieu dressage Classic
Concours hippique St-Apollinaire (réservistes)

The team must obtain a minimum average of 58% for at least 3 kürs of the same technical level than at least 50% of the technical tests done during the season. If the team has done more than 3 freestylees, the 3 best results will be considered.

The candidates will be selected by levels.
FEI Young Riders equals a Level 4.
FEI Junior equals a Level 3.
FEI Pony equals a Level 2.

If the level does not meet the expected number of participants, the best average challenger will take a place, whatever the level.

The selection will be in this order:
2 participants at the Grand Prix
2 participants in Intermediaire
2 participants at Level 4 / FEI Young Riders
2 participants at Level 3 / FEI junior
2 participants at Level 2 / FEI pony
2 participants at Level 1

A challenger list of 3 riders will be made with the same criterias..

The demands must be presented at the latest on the 24th of August 2008. The candidates and participating riders must accept the contract of the Rendez-Vous des Kürs, specially regarding the broadcast releases.

The organizing committee of the Rendez-Vous des Kürs reserves the final right of selections.
